While delinquency rates for water and sewer decreased in August, some accounts still have large unpaid balances.
At Tuesday’s meeting of the Bradford Sanitary Authority, Executive Director Steve Disney said water service to 101 Main St., owned by Uri Rubinov, remains off due to delinquent water, sewer and stormwater fees totaling $1,763.59.
He said the OYO Hotel at 153 Main St. is also falling behind once again with a current balance of $11,428.79. The Yohe property at 83 Jerome Ave. Ext. is scheduled to go to sheriff’s sale, Disney explained.
The authority has been awarded a judgment against Matthew Johnston’s property of 21 Bagley Ave., and is awaiting the title search to come back. After the title search comes back and is reviewed, the board has to determine if they wish to proceed with taking the property to sheriff sale.
A demand letter was sent out to Phillip Smith regarding 44 E. Corydon St.; he responded with a $1,500 payment. “That still leaves a balance of $6,045.38 so the authority is proceeding with a writ of scire facias,” Disney said, which extends a court order requiring payment.
The brick house on Seaward Avenue that had been used in the past as an office by the authority has been cleaned out, and all utility services have been removed. The house will be turned over to 6V Excavation on Oct. 1 for demolition.
Also at the meeting, Disney said the authority is evaluating a request from Pennhills Resources to allow a gas line to be installed across lands owned by the authority. The two parties are currently working out legal language and compensation in a draft proposal.
The authority is currently working on the 2025 operating budget.
Regarding wastewater treatment plant operations, Disney said conservation technician Katelynn Decker from the McKean County Conservation District visited the treatment plant Aug. 22. “This evaluation closed out permits associated with stormwater and erosion control measures for Phase 2 projects and provided BSA with a notice of termination.”
Disney offered an update on field operations.
“Field crews have successfully completed a comprehensive cleaning, televising and assessment of the citywide storm water system and all of its associated assets, repairing areas where it was needed,” he said. “A list of areas that have been found to require attention has been formulated and ranked according to importance and severity. Future capital improvements will be planned and designated to tackle these areas.”
He continued, “Assessment crews continue cleaning, flushing and televising sanitary sewer subsystems, and performing conditional assessments and ratings. They are currently operating in sanitary sewer subsystems 6 and 17.”
Insight Pipe is scheduled for Oct. 8 and 9 to install cured-in-place pipe lining on portions of the storm mains found to be in very poor condition during the assessments on Hilton Street.
On personnel, Disney said employees Matt Mongillo, Jake Johnson, Matt Dennis and Glenn Roeder attended a sewer equipment open house hosted by MTech on Sept. 12.
