REPLACEMENT

TOWNSHIP, MCKEAN COUNTY,

PENNSYLVANIA

Sealed bids for the Cross Drive Culvert Replacement project consisting mainly of replacement of the existing structural arch plate culvert with an aluminum box culvert will be received by Foster Township, until 10:30 am, on April 2, 2026, at the Foster Township Building located at 1185 East Main Street, Bradford, PA 16701 at which bids will be opened and read.

Bids should be sealed and clearly marked “Sealed Bids for the Cross Drive Culvert Replacement”.

Plans, specifications, and bid forms may be examined at the office of E & M Engineers and Surveyors, P.C., 24 Derrick Road, Bradford, PA 16701.

Copies of specifications and bid forms may be obtained from the office of E & M Engineers and Surveyors, P.C., for a non-refundable price of $50.00 payable to Foster Township. There will be a $50 postage fee payable to E & M Engineers and Surveyors, P.C. for mailing bidding documents. Addenda, if any, will be issued to only those persons whose name and address are on record with the owner as having obtained the bidding documents.

A pre-bid meeting will be held on March 18, 2026 at 11:00 a.m. at the project site. All Bidders are urged to attend.

A certified check or bank draft, payable to the order of the Foster Township or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid. A performance bond and payment bond in the amount of 100 percent of the contract as awarded will be required as security for faithful performance of the contract.

The successful contractor will be required to comply with all applicable prevailing wage rates, and the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.

Proposals must be submitted on the forms prescribed. The Owner reserves the right, as its interests may require, to reject any and all proposals or waive any formalities or technicalities.
