    Commissioners approve contracts, county aid

    SMETHPORT — The two newest program directors for the county were introduced Tuesday at the McKean County commissioners’ regularly scheduled meeting.

    Commission Chairman Thomas Kreiner introduced Alvin Loveless, director of veterans affairs, and Richard Fry, who takes over as director of the McKean County Planning Commission.

    In other personnel matters, Gabrielle Howard has begun employment as a caseworker for Children and Youth Services. Terry Burlingame, a retired American Airlines pilot, was approved as a member of the Bradford Regional Airport Authority for a term that ends on December 31, 2023.

    Several contracts were approved. The one with David Maines Associates/Trembo was for a proposal for the 2021 roofing improvements for the courthouse — the flat roof project through Keystone Purchasing Network and AEPA Cooperative Contractor Network for $80,726.

    Also OK’d was an amendment to the Act 152 grant award for Moose Ventures, LLC, reducing the award from $10,000 to $7,673.25 to reflect a reduction in the overall project budget. The total revised project cost is $10,231, including $7,673.25 in Act 152 funds and $2,557.75 in matching funds provided by the property owner.

    At the commissioners’ August 10 meeting, a grant of $10,000 was approved for Moose Ventures, LLC, for the demolition of a structure in Kane. A budget error related to the amount of fill needed for the project was identified, and at Tuesday’s meeting the grant award was adjusted to reflect the cost reduction.

    Five county aid applications were also OK’d.

    Lewis Run Borough plans to use its $1,138 for paving Lincoln Drive and Valley Hunt Drive. In Lafayette Township, the allocation of $5,061 will be used for seal coat on township roads, for a total project cost of $42,907. Bradford City’s funding of $14,961 will go toward the purchase of a 2021 4WD Ford Super Duty F-350 for the project cost of $67,140. Foster Township plans to use its allocation of $9,828 for anti-skid and winter maintenance with a total project expense of $36,250.

    Included in these approvals was an amended application from Eldred Township for $6,020.

    Commissioners approved three county tax refunds with adjustments ranging from $7.20 to $508.87, as well as eight repository sales ranging from $250 to $1,000.

    Commissioners voted unanimously for accepting the Juvenile Probation Service Grant application for fiscal year 2021-22, which amounts to $34,719. Such annual grants are awarded to political subdivisions for the development and improvement of juvenile probation services.

    The commissioners have advised the Juvenile Court Judges’ Commission that the compensation, including salaries, salary increases, employee benefits, bonuses and any other compensation provided to the county’s juvenile probation personnel is equitable with the compensation, including salaries, salary increases, employee benefits, bonuses and any other compensation provided to other county and court employees.

    With the commissioners’ positive vote Tuesday, the county has authorized the filing of a proposal with the Department of Community and Economic Development for ESG-CARES through A Partnership in Housing, Inc. for $183,409 with the YWCA being responsible for securing matching funds or a waiver of matching funds. The county will reimburse the state for any ineligible expenditure.

    The county will use funding from Act 152, which concerns blight, for the following projects:

    *the grant agreement awarding up to $10,000 to the Edward F. Kojancic Family Limited Partnership to demolish a blighted structure on Route 6, Wetmore Township;

    *a lien agreement between the county and the same limited partnership granting the county rights to place a lien amount up to $10,000 upon the same property;

    *awarding of up to $10,000 to Kane Borough to demolish a blighted structure; and

    *a lien agreement for the county and Kane Borough giving the county authority to pace a lien of up to $10,000 on this same property.

    Commissioners also

    *approved the purchase of Barracuda Compliance Email Archiver Spam filter on a three-year contract;

    *OK’d the purchase of three-year support VMWare for three processors at a total cost of $5,025.
