    Drug charges against N.Y. man bound to court

    Methamphetamine-related charges against a Limestone, N.Y., man were bound to McKean County Court Wednesday before District Judge Dominic Cercone.

    Brandan M. Willoughby, 28, of 6194 Limestone Run, is charged with possession with the intent to deliver a controlled substance, a felony; possession of drug paraphernalia, a misdemeanor; and disorderly conduct and receiving stolen property, third-degree misdemeanors.

    At 7:16 p.m. Monday, Bradford City Police were called to the rear parking lot of Northwest Bank on Main Street for a disturbance. Reports indicated “that a suspect had a pipe and someone was trying to be pulled out of a vehicle,” the criminal complaint stated.

    At the scene, a man with a blue bag on his shoulder walked toward police, and an officer frisked the man — Willoughby — for officer safety. Sticking out of Willoughby’s pocket was an empty pen tube with suspected narcotic residue inside of it. The officer had Willoughby place his hands behind his back to be handcuffed.

    During a subsequent search of Willoughby, police found him to be in possession of a clear plastic baggie containing about 22 grams of meth, tin foil with suspected burnt heroin residue on it and $155 in cash.

    “This amount of Methamphetamine is substantially more than personal use,” court records records stated.

    Police also spoke to another male, who reported that he believes Willoughby stole $1,000 from him, as well as a carton of Seneca red cigarettes, according to the complaint. The carton of cigarettes was allegedly found in Willoughby’s bag.

    He remains in McKean County Jail in lieu of $50,000 bail.

    Some charges bound, others withdrawn in theft case

    Some charges against a Franklinville, N.Y., woman accused of theft were bound to McKean County Court at a preliminary hearing Wednesday before District Judge Richard Luther, while others were withdrawn.

    According to court records, Angela A. Showers, 18, of Franklinville, continues to face charges of theft by unlawful taking, a first-degree misdemeanor; false identification to a law enforcement officer, a third-degree misdemeanor; and summary public drunkenness. A felony theft charge and a misdemeanor drug paraphernalia charge were withdrawn.

    According to the criminal complaint, at 9:18 a.m. March 10, Showers was wandering public roads while under the influence of crystal methamphetamine. When a Bradford Township police officer responded to a report about her, she allegedly told the officer her name was “April” Showers and gave him an incorrect date of birth.

    Police took her to the police station to make arrangements for somewhere safe she could go, and while Showers was at the station, she stole two keys: one to an unmarked gray Dodge Charger patrol vehicle owned by the police department, and the other to the police station door, the complaint stated.

    She is in McKean County Jail in lieu of $50,000 bail.

    Indecent assault charges against Ridgway man bound to court

    A Ridgway man who faces indecent assault charges in Mount Jewett had those charges bound to court at a preliminary hearing on Monday, court records indicate.

    Clifford Carpenter, 50, of Ridgway, had the the following charges filed against him in the office of District Judge David Engman: corruption of minors, third-degree felony; and two counts each of indecent assault without consent and indecent assault of a person less than 16 years of age, all second-degree misdemeanors.

    According to the criminal complaint, between Jan. 31 and Feb. 2, in Mount Jewett Borough and Hamlin Township, Carpenter touched private areas of a 13-year-old girl outside of her clothing. At one point, he allegedly told her he was going to take her “parking,” and explained that parking is “s.e.x.”

    Carpenter is incarcerated in McKean County Jail in lieu of $50,000 bail.
