Toomey, Rubio introduce amendment to keep SCOTUS at nine
WASHINGTON — On Monday, U.S. Sens. Pat Toomey. R-Pa., and Marco Rubio, R-Fla., introduced a constitutional amendment limiting the Supreme Court of the United States to nine justices.
