SMETHPORT — The McKean County commissioners have revised the amount each recipient can receive for some HOME Grants.
They passed a resolution granting revisions to the 2013 and 2016 McKean County HOME Grant contracts during their regular meeting Tuesday morning.
The $30,000 contract limit per rehabilitation project has been increased to $55,000 if there are no environmental issues that need addressed and to $65,000 if there are environmental issues.
The 2013 contract is for a $500,000 housing rehabilitation program in Foster Township, and the 2016 contract is for a $500,000 housing rehabilitation program in Kane Borough.
The resolutions cited factors such as inflation, program requirements including prevailing wage rates and the cost of addressing environmental issues as the purposes behind the revisions.
Also at the meeting, the commissioners authorized the adult probation office to replace its current DSI software with BTM software.
“The DSI software is very old,” explained President Judge John Pavlock. “We’ve been running that program for 10 to 15 years — they’re not updating that program.”
He noted that grant money is available.
The commissioners authorized the county to enter into a grant-in-aid funds agreement and a supervision funds agreement with the Pennsylvania Board of Probation and Parole for the adult probation department, to be effective 2017-22.
Pavlock noted a good portion of the supervision funds come “from the collection of fines and costs” and said they have an agreement with the state for how those funds are used.
They also approved the 2017 County Human Services Plan, with funding to be used for the following services: mental health, intellectual disabilities, housing assistance, drug and alcohol and for the Human Service Development Funds.
The commissioners granted their approval for the sale of five properties from the McKean County Repository.
Rochael A. Roulo bid a total of $3,006 for three properties on Barnum Road, Eldred, a 0.57-acre lot, a 0.16-acre lot and a mobile home; Zachery W. Herzog bid $1,505 for 1.72 acres at 1847 Newell Creek Road, Eldred; and Nathan Myers bid $205 for a 0.06-acre property in the area of U.S. Route 6 and Wolf Farm Road, Hamlin Township.
Each local taxing body must approve the property sales.
They also approved real estate tax refunds to American Refining Group for several properties: a refund of $12,924.16 for 12 properties in Bradford City and a refund of $18.97 for two properties in Foster Township.
Meanwhile, the commissioners denied a request from Kurt Steiner for a refund for a Kane Borough property. The request was already denied by Kane Borough and the Kane Area School District.
