Embattled Debaltseve falls to Ukraine rebels; troops retreat

ARTEMIVSK, Ukraine (AP) — After weeks of relentless fighting, the embattled Ukrainian rail hub of Debaltseve fell Wednesday to Russia-backed separatists, who hoisted a flag in triumph over the town.
