ORDINANCE
Notice is hereby given that the Board of Supervisors of Roulette Township, Potter County, Pennsylvania intends to consider and possibly adopt a Solar Energy System Ordinance of which this notice is a summary.
The proposed Ordinance, tentatively titled “Solar Energy System Ordinance” will address the following:
1) Application Process – permitting required, a site plan, Stormwater Management Plan, a decommissioning plan, glare analysis, confirmation of public utility, certification of installer, sale or transfer or conveyance to another person or entity.
2) General Requirements and Design Standards – setback distance, fence height, wetlands issue, permanent access roads, Annual Maintenance and Operations report, electric and communication lines, buffer requirements, Developer requirements, contact person and phone number, Community Benefit Agreement, potential voltage hazards, noise and daily work schedule, estimated decommission cost and financial security and Health/ Environmental Study.
3) Local Emergency Services – Applicant cooperation with emergency services to develop and coordinate implementation of an emergency response plan including a designated 911 address.
4) Decommissioning –Cessation and/or abandonment of solar system, length of time to decommission and restoration of site.

The Board of Supervisors will vote on the proposed Solar Energy System Ordinance at their meeting on Friday, July 11, 2025. The public is welcome to attend the meeting.
This Ordinance is to regulate the construction, operation and decommissioning of Solar Energy Facilities with Roulette Township.
