McKean County Subdivision and Land Development Ordinance (SALDO) Update

I. Introduction
McKean County is seeking proposals from qualified planning consultants to oversee the comprehensive update of the County’s Subdivision and Land Development Ordinance (SALDO). The selected consultant will guide the ordinance update process, ensuring alignment with the Pennsylvania Municipalities Planning Code (MPC), best practices in rural planning, and
the Tri-County Comprehensive Plan. The goal is to modernize the ordinance to reflect current land use trends, promote sustainability, and support orderly growth and development.
II. Project
Background
The existing SALDO was last updated in 2017 and requires revision to address emerging development trends, renewable energy systems, sustainability principles, and evolving state regulations. This update will also incorporate GIS mapping standards, enhanced stormwater management provisions, and new provisions for renewable energy systems, including solar and wind energy installations, as well as EV charging stations.
III. Scope of Work
The selected consultant will be responsible for the following tasks:
1. Ordinance Review and Analysis
– Review the existing 2017 SALDO.
-Identify outdated provisions and recommend areas for improvement.
– Ensure compliance with the most recent PA Municipalities Planning Code (MPC) and relevant state legislation.
2. Stakeholder Engagement
– Facilitate a minimum of three (3) public meetings to gather input from
stakeholders, including municipal officials, Planning Commission members, developers, engineers, surveyors, conservation organizations, and residents.
– Develop and administer an online public survey or digital engagement platform to solicit additional feedback.
3. Drafting the New SALDO
– Prepare a comprehensive draft of the updated ordinance.
-Incorporate design standards for stormwater management, renewable energy systems, sustainable development practices, affordable housing incentives, and small-scale rural development.
– Recommend provisions for conservation subdivisions and low-impact development standards to align with recent rural planning trends.
4. GIS Mapping
Integration
– Update or create GIS mapping components to accompany the ordinance,
including environmental overlays, growth areas, and infrastructure features.
5. Grant Assistance
– Identify applicable grant opportunities to help offset the cost of the ordinance update.
– Fully prepare and submit applications for the DCED Municipal Assistance Program (MAP) and any other relevant grants.
– Provide technical assistance if full preparation is not feasible.
6. Public Presentation & Final Adoption
– Present the final draft to the Planning Commission and County Commissioners.
– Incorporate feedback from public meetings and official reviews.
– Provide the final ordinance in both hard copy and digital formats, including all appendices and GIS products.

VI. Budget
The estimated budget for this project is $75,000, contingent upon securing grant funding.
VII. Proposal Submission Requirements

-Cost proposal
-Examples of similar projects completed
VIII. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
– Experience with rural SALDO updates
– Understanding of the PA Municipalities Planning Code
-Public engagement approach
-GIS mapping capabilities
– Cost competitiveness
– Ability to secure grant funding
