The Potter County Housing and Redevelopment Authorities are seeking proposals for Financial Consulting Services, which relate to the accounting functions and general operation of its various Housing Programs. It is the Authorities’ desire to retain a duly qualified licensed Certified Public Accountant with experience regarding Housing and Economic Development Programs.

The Authorities solicit and encourage minority, small and women-owned business enterprise participation. Such businesses will be afforded full consideration of their responses and will not be subject to discrimination.

REVIEW OF PROPOSALS

All proposals shall be reviewed in accordance with the Competitive Proposal

Process as outlined in the current Evaluation Process. The Authority shall select the highest qualified bidder based on these factors.

SUBMISSION

In submitting a proposal for “Financial Consultant Services”, submit one original and five copies. Also, include a cover letter of intent which describes your firm’s approach. Proposals shall be submitted in a sealed envelope clearly marked “PROPOSAL FOR FINANCIAL CONSULTING SERVICES” no later than 12:00 p.m. on August 25, 2025. The proposals shall be addressed to:

The Authorities reserve the right to reject any or all proposals, negotiate with contractors and terminate this RFP process at any time.
