Notice is hereby given that a public hearing will be held on Tuesday, September 9, 2025 at 5:30 p.m. in City Council Chambers, City Hall, 24 Kennedy Street, Bradford, PA 16701. This meeting is accessible to individuals with disabilities and/or for persons with Limited English Proficiency. The purpose of the Public Hearing is to discuss the Community Development Block Grant (CDBG) Program in general, the needs of the City of Bradford, the performance of the City’s CDBG Program under previously funding CDBG Program years and discuss the City’s Three-Year Community Development Plan.
The City of Bradford is expected to receive $307,201 in FY 2025 Community
Development Block Grant (CDBG) Entitlement funds from the Commonwealth of Pennsylvania. At least 70% of the available funding must be used for activities which benefit low and moderate-income persons. The proposed activities must benefit at least 51% low-moderate income persons in the service area to qualify as a low moderate-income project. The PA DCED has announced the application submission deadline of October 31, 2025.
The range of activities the City may undertake with CDBG funding include recreation improvements and street improvements along with the preparation of the CDBG application and the general administration of the CDBG program.
Should the City of Bradford undertake activities that result in the displacement of families or individuals, then the City of Bradford’s Displacement Policy for minimizing such displacement would be in effect. The City of Bradford is responsible for replacing all low and moderate-income housing units that may be demolished or converted if CDBG funds are used for an activity that results in displacement.
All interested citizens are encouraged to attend the public hearing and comment on the potential uses of Community Development Block Grant (CDBG) Program and the prior use of funding from the City's Community Development Block Grant program.
