Memorandum of Agreement for
McKean, Venango, and Crawford Counties Freight Rail Capacity and Safety
Enhancement Project
The Federal Railroad Administration (FRA) is the lead Federal agency for compliance with Section 106 of the National Historic Preservation Act (Section 106) for the McKean, Venango, and Crawford Counties Freight Rail Capacity and Safety Enhancement Project (Project) proposed by McKean County Economic Development Department at various locations on the Western New York and Pennsylvania (WNYP) Railroad in McKean and Venango Counties, Pennsylvania. In accordance with Section 106 implementing regulation 36 CFR Part 800, FRA determined the Project will have an adverse effect on the historic: Bridge OC-21.36 over Sugar Creek in Sugar Creek Township, Venango County, PA; Bridge OC-33.14 over Oil Creek in Oil City, Venango County PA; the New York, Lake Erie & Western Railroad; and the Oil City Downtown Commercial Historic District. FRA, in consultation with the Pennsylvania State Historic Preservation Officer and McKean County Economic Development Department, developed a draft Memorandum of Agreement (MOA) to document commitments for mitigating the adverse effect. FRA is providing the public an opportunity to review and provide written comment on the draft MOA by visiting www.regulations.gov and searching for Docket Number FRA-2026-0859. The public comment period on the draft MOA will end 15 calendar days from the date of this notice’s publication.
