On or about January 23, 2026, the City of Bradford will submit a request to the Department of Community and Economic Development (DCED) for the release of federal CDBG funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake corridor improvements in West Washington Street for an estimated expenditure of $5,425,000.
The activity proposed is categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Office of Economic and Community Development and may be examined or copied weekdays 8:30 A.M. to 4:00 P.M.

COMMENTS
Any individual, group or agency may submit written comments on the ERR to the Office of Economic and Community Development, P.O. Box 490, Bradford, PA 16701. All comments received by January 22, 2026, will be considered by the City of Bradford prior to authorizing the submission of a request for release of funds.
RELEASE OF FUNDS
The City of Bradford certifies to the DCED that Tom Riel, serving in his capacity as Mayor of the City of Bradford, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental process and that these responsibilities have been satisfied. DCED’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bradford to use CDBG Program funds.
OBJECTIONS TO RELEASE OF FUNDS
DCED will accept an objection to its approval of the release of funds for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is one of the following basis: (a) that the certification was not in fact executed by the Certifying Officer or other Officers of the City of Bradford approved by the DCED; (b) the City of Bradford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 5 8; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DCED; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the Department of Community and Economic Development, Center for Community Building, 4th Floor Commonwealth Keystone Building, Harrisburg, PA 17120-0225.
Potential objectors should contact DCED to verify the actual last day of the objection period.
