Notice is hereby given pursuant to 25 Pa. Code Sections 127.44(b) and 127.424(b), that the Pennsylvania Department of Environmental Protection (DEP) intends to issue Plan Approval 42-00004M to American Refining Group, Inc. (ARG) for their Bradford refinery located at 77 North Kendall Avenue, Bradford City, McKean County. The Plan Approval will subsequently be incorporated into the facility’s Title V Operating Permit (TVOP) 42-00004 through an administrative amendment in accordance with 25 Pa. Code Section 127.450.
ARG Bradford is a petroleum refinery that owns and operates associated storage tanks and loading racks. The refinery consists of three major processing areas: a crude distillation tower with multiple draws, a naphtha splitter and platformer, and a lubrication products processing train. ARG Bradford produces mostly lubricant base oils and coproduct specialty distillates.
Plan Approval 42-00004M is for the installation and operation of a 500 kWe/568 kWm emergency generator. The EGen will be a Caterpillar Diesel Model D500 GC Emergency Generator, rated at 762 brake horsepower, and will burn ultra-low sulfur diesel fuel. On June 20, 2025, the DEP received ARG Bradford’s plan approval application and have developed Plan Approval 42-00004M to address the changes ARG is making to their Bradford refinery.
Plan Approval 42-00004M will propose no changes to the existing site-level and source-level conditions that are currently reflected in the facility’s TVOP 42-00004. Existing emission and fuel restrictions, testing requirements, monitoring requirements, record keeping requirements, reporting requirements, and work practice requirements still apply. Final limits will not exceed the values used by ARG in the PSD/NSR netting analysis performed in conjunction with the plan approval. Per 25 Pa Code §127.206(d)(1), ARG’s plan approval application discusses the use of certified emission reduction credits (ERCs) for use as offsets of NOx emission increases. The plan approval contains a condition stating that 48.1 tons of NOx comes from ERCs that were properly certified and included in the DEP’s ERC registry. Based on the information provided by the applicant and the DEP’s own analysis, the plan approval authorizes an increase in allowable emissions of the following: 0.01 tpy PM; 0.01 tpy PM10/2.5; 0.0023 tpy SOx; 1.92 tpy NOx; 0.01 tpy VOC; 0.26 tpy CO; and 0.001 tpy total HAPs.
Proposed Best Available Technology (BAT) for this project includes maintaining emission standards in accordance with EPA’s Tier 2 certified engine emission standards under 40 CFR §1039.1. The Plan Approval will contain additional reporting, recordkeeping, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

Anyone wishing to provide DEP with additional information they believe should be considered may submit the information to the address shown below. Comments must be received by the DEP within 30 days of the last day of publication. Written comments should include the following:
1. Name, address, and telephone number of the person submitting comments.
2. Identification of the proposed Plan Approval; No. 42-00004M.
3. Concise statement regarding the relevancy of the information or any objections to issuance of the plan approval.
A public hearing may be held, if the DEP, in its discretion, decides that such a hearing is warranted on the comments received during the public comment period. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in a local newspaper of general circulation or the Pennsylvania Bulletin or by telephone, where the Department determines such notification is sufficient.
