Introduction

McKean County Housing Authority and A Partnership in Housing (hereinafter referred to as

“MCHA & APIH”) is soliciting a proposal from qualified firms of janitorial/cleaning services (hereinafter referred to as “Bidder or Firm, or Contractor”) for a one (1) year contract, with the option to renew up to four (4) additional years, to provide labor and equipment for janitorial/cleaning services at residential properties located in McKean County beginning November 1, 2025 and ending October 31, 2026. The option to renew annually for an additional four (4) years shall be at the sole discretion of MCRA & APIH. Bidders will also provide separately priced plans to provide services for performance-based annual contract renewals covering the period of November 1, 2026 through October 31, 2030.

Bidders are required to submit written proposals that present the bidder’s qualifications and understanding of the work to be performed. The bidder’s proposal should be prepared simply and

economically and should provide all information it considers pertinent to its qualifications for Requested Proposal Qualifications contained herein. Emphasis should be placed on completeness of services offered and clarity of content.

The proposal must be received no later than 3:00 P.M. on Wednesday, October 8, 2025. All
