Re: Solicitation No. 2026-001

The McKean County Housing Authority (MCHA) is issuing a Request for Qualifications (RFQ) from Architecture/Engineering firms to assist MCHA with the design and construction administration of one redevelopment site. The McKean County Housing Authority (MCHA) is undertaking an asset repositioning effort that will preserve affordable units and leverage multiple sources of financing to address the significant capital needs at the Bradford High-Rise to ensure long term operational viability.

MCHA owns and manages 344 public housing units in Bradford, Smethport, Port Allegany, Liberty Township, Eldred, Lewis Run, Kane, Foster Township and Mt. Jewett.

HUD has provided preliminary approval to convert the units, including efficiency and one bedroom units, from HUD's public housing platform to project-based vouchers under HUD's Rental Assistance Demonstration program (RAD). This conversion to RAD will allow MCHA to access more resources to address significant capital needs and provide greater operational sustainability and project-based reserves. In addition to converting to RAD, MCHA intends to use Pennsylvania Housing Finance Agency (PHFA) Low-Income Housing Tax Credits, Bonds, and PHFA Housing Trust Funds (RTT) and Federal Home Loan Bank-Affordable Housing Trust Funds (FHLB-AHP).
