LEGAL NOTICE
NOTICE IS HEREBY GIVEN that a special meeting will be held by the Norwich Township Supervisors on June 23, 2025, at 5:30 p.m. at the Norwich Township Building, 3853 West Valley Road, Smethport, Pennsylvania. At the special meeting, the following Ordinance will be considered for adoption by the Norwich Township Supervisors. The title of the Ordinance and a brief summary thereof are as follows:

ORDINANCE REGULATING THE
CONSTRUCTION,
PERATION AND
DECOMMISSIONING
OF WINDER
ENERGY
FACILITIES
The purpose of the Ordinance is to provide for the construction, operation and decommissioning of Wind Energy Facilities in Norwich Township, subject to reasonable conditions that will protectthe public health, safety, and welfare. The Ordinance defines key terms throughout the
Ordinance, and defines the term “Wind Energy Facility” as “an electric generating facility, whose main purpose is to supply electricity, consisting of one or more Wind Turbines and other accessory structures and buildings, including substations, meteorological towers, electrical infrastructure, transmission lines and other appurtenant structures and facilities.”
The Ordinance specifies that it applies to all Wind Energy Facilities proposed to be constructed after the effective date of the Ordinance, except that this Ordinance is not intended to apply to stand-alone Wind Turbines constructed primarily for residential or farm use. Wind Energy Facilities constructed prior to the effective date of this Ordinance shall not be required to meet
the requirements of the Ordinance; provided that any physical modification to an existing Wind Energy Facility that materially alters the size, type and number of Wind Turbines or other equipment shall require a permit under the Ordinance.
With respect to Wind Energy Facilities governed by the Ordinance, the Ordinance specifies (i) the permit requirement and permit application process; (ii) the design and installationrequirements; (iii) the setback requirements and the process to apply for a waiver of the setback
requirements; (iv) the requirements governing an applicant’s use of public roads: (v) requirements pertaining to coordination and cooperation with local emergency services; (vi) noise and shadow flicker requirements and the process to apply for a waiver of the requirements; (vii) requirements pertaining to signal interference, wind measurement towers, and liability insurance; (viii) the requirements for, and process governing, ecommissioning; (ix) requirements to allow for, and respond to, public inquiries and complaints; and (x) the Township’s remedies with respect to violations of the Ordinance.
A complete copy of the foregoing proposed Ordinance may be examined at the Norwich Township Building during regular business hours (Monday through Friday from 9:00 a.m. to 2:00 p.m.).
