INVITATION TO BID

The McKean County Redevelopment Authority will

receive bids to undertake a Foster Township Housing

Rehabilitation Project at 93 Harrisburg Run, Bradford,

PA until 2:00 p.m. on August 7th, 2026, at the

Redevelopment Authority's office, 415 West Main Street,

Smethport, PA 16749, (814) 887-5563, at which time and

place all bids will be opened and read aloud.

BID # 2026-004R – This project includes the following Base

Bid item: (1) Stair Demolition & New Stair Construction.

Foundation Repair. Wall Replacement and Finish. Install new

Dining Room Ceiling. Install new DR flooring. Install

Exterior Door and Double Hung Window. Add/Alt 1:

Installation of Supplemental Floor Joists, Leveling East corner

of the house.

In order to submit a bid, copies of the specifications and

documents to submit must be requested by contacting the

Redevelopment Authority.

A Bid Guarantee in the amount equal to 10% of the Base

Bid is to be included with the contractor’s bid submission.

This Bid Guarantee may be in the form of a bond,

Cashier’s Check, or a Letter of Credit from a bank. The

MCRA will return the Bid Guarantee to unsuccessful

bidders upon award of this contract.

Bids should be submitted to MCRA in a sealed envelope

with “Redevelopment Bid # 2026-003R” written on the

outside of the envelope.

A Pre-Bid Meeting will be held at the residence on

August 3rd at 11:00 AM. It is highly recommended that

interested Contractors attend this meeting prior to placing

a bid.

The Successful Bidder shall be required to provide a lead base

paint training certification, be a registered home improvement

contractor with the Attorney General’s Office, and have the

required insurance information.

Prevailing Wage Rates must be paid on this job for all bids

over $25,000.

The McKean County Redevelopment Authority reserves the

right to accept or reject any or all bids and to waive any

informalities in the bidding process. Bids may be held for a

period not to exceed 60 days from the date of the Bid Opening.
