INVITATION TO BID The McKean County Redevelopment Authority will receive

INVITATION TO BID

The McKean County Redevelopment Authority will

receive bids to undertake an ADA Improvement project

at the Marilla Reservoir, Rt 346, Bradford, PA until 3:00

p.m. on September 12th, 2025, at the Redevelopment

Authority's office, 415 West Main Street, Smethport, PA

16749, (814) 887-5563, at which time and place all bids will

be opened.

BID # 2025-004-R – This project includes the following Base

Bid: Remove existing trees, roots and boulder along proposed

path/parking; survey layout during construction; excavation,

fine grading and proof rolling and/or compaction testing of

trail subgrade. New concrete walkway/trail and subbase; new

concrete ramp with subbase and handrails; new concrete

pavement and subbase; erosion and sediment control measures;

seeding with topsoil and straw mulch; new parking painting

markings; ADA parking signage and precast concrete wheel

steps. The scope of work in the bid packet will provide

additional details and drawings.

In order to submit a bid, copies of the specifications and

documents to submit must be requested by contacting the

Redevelopment Authority.

A Bid Guarantee in the amount equal to 10% of the Base

Bid is to be included with the contractor’s bid submission.

This Bid Guarantee may be in the form of a bond,

Cashier’s Check, or a Letter of Credit from a bank.

The MCRA will return the Bid Guarantee to unsuccessful

bidders upon award of this contract.

Bids should be submitted to MCRA in a sealed envelope

with “Redevelopment Bid # 2025-004-R” written on the

outside of the envelope.

A Pre-Bid Meeting will be held at the project location site

on September 5th, at 11:30 AM. It is highly recommended

that interested Contractors attend this meeting prior to

placing a bid.

The Successful Bidder shall be required to provide the

required insurance information.

The MCRA encourages Minority and Women Business

Enterprises and Section 3 firms to participate.

This project is funded through federal financial assistance and

is subject to Davis-Bacon Act and Related Acts provisions,

requiring the payment of prevailing wages and fringe benefits

to all laborers and mechanics employed on this project.

The McKean County Redevelopment Authority reserves the

right to accept or reject any or all bids and to waive any

informalities in the bidding process. Bids may be held for a

period not to exceed 60 days from the date of the Bid Opening.
