INVITATION TO BID

The McKean County Redevelopment Authority will receive bids to undertake an ADA Improvement project at Hamlin Lake, Park Lane, Smethport, PA until 3:00 p.m. on September 10th, 2025, at the Redevelopment Authority's office, 415 West Main Street, Smethport, PA 16749, (814) 887-5563, at which time and place all bids will be opened. This scope has changed from bituminous pavement to concrete pavement.

BID # 2025-006-R – This project includes the following Base Bid item: (1) Sawcut and remove existing bituminous pavement. Compaction and testing of subgrade and subbase. New concrete pavement and subbase. New paint markings. ADA Parking signage.

The scope of work in the bid packet will provide additional details and drawings.

In order to submit a bid, copies of the specifications and documents to submit must be requested by contacting the Redevelopment Authority.

A Bid Guarantee in the amount equal to 10% of the Base Bid is to be included with the contractor’s bid submission. This Bid Guarantee may be in the form of a bond, Cashier’s Check, or a Letter of Credit from a bank. The MCRA will return the Bid Guarantee to unsuccessful bidders upon award of this contract.

Bids should be submitted to MCRA in a sealed envelope with “Redevelopment Bid # 2025-006-R” written on the outside of the envelope.

A Pre-Bid Meeting will be held at the project location site on August 29th, at 11:00 AM. It is highly recommended that interested Contractors attend this meeting prior to placing a bid. This will be held on the pool side of the Hamlin Lake Park.

The Successful Bidder shall be required to provide the required insurance information.

The MCRA encourages Minority and Women Business Enterprises and Section 3 firms to participate.

This project is funded through federal financial assistance and is subject to Davis-Bacon Act and Related Acts provisions, requiring the payment of prevailing wages and fringe benefits to all laborers and mechanics employed on this project.

The McKean County Redevelopment Authority reserves the right to accept or reject any or all bids and to waive any informalities in the bidding process. Bids may be held for a period not to exceed 60 days from the date of the Bid Opening.
