INVITATION FOR BIDS
The City of Bradford will receive bids for the Callahan Park Recreation Improvements Project-Phase 2 (Contract No. 2025-1), until 4:00 p.m. on April 22, 2025 at the Office of the City Administrator, City Hall, 24 Kennedy Street, Bradford, PA 16701. Sealed bids will be opened and read at the regular meeting of City Council at 7:00 p.m. April 22, 2025.
This project consists of the removal of the existing picnic shelter building and restroom building; preparation of new concrete pads for two new picnic shelters and restroom facility; installation of the pre-fabricated picnic shelters; construction of a new restroom facility; replacement of existing sidewalks and the addition of new sidewalks to comply with ADA requirements; reconstruction and paving of the parking lot on Poplin Avenue, purchase and installation of a new park entrance sign; installation of new benches, trash receptacles, grills and water fountains (to be provided by the City).
All bids shall conform to the Contract Documents prepared by E & M Engineers and Surveyors, 24 Derrick Road, Bradford PA 16701. Contractors may obtain bid and contract documents from E & M Engineers and Surveyors, Monday through Friday between the hours of 8:00 AM and 5:00 PM. Contract documents are to be purchased for the non-refundable fee of $50.00 for an electronic format set of contract documents. To access the documents, the bidder must have a valid email address and will require an internet connection. All addenda, if applicable, will be issued electronically. Checks are to be made payable to the City of Bradford OECD. All Contractors submitting a bid for this project must purchase the documents to receive addenda and notices.
Contact E &M Engineers at (814) 362-5546 to purchase documents. A non-mandatory pre-bid conference will be held at Poplin Avenue entrance to Callahan Park on April 10, 2025 at 1:00 p.m.
Cash, certified check or cashier's check made payable to the order of the City of Bradford or a satisfactory Bid Bond executed by the Bidder and acceptable surety, in an amount equal to ten percent (10%) of the total of the base bid shall be submitted with each bid. The successful bidder will be required to deliver a Performance Bond (per Third Class City Code 36901 (g)) and Labor and Materials Bond equal to 100% of the contract sum at the time the contract is signed with the City. In lieu of the bonds, the Contractor may provide an Irrevocable Letter of Credit equal to the amount of bonding required for the project. A one-year Maintenance Bond must be provided to the City of Bradford at the conclusion of the project.
The successful bidder will be required to comply with all Davis-Bacon and Related Acts, federal, state and local MBE/WBE Business Enterprise requirements, Equal Employment requirements of Executive Order 11246 regarding discrimination and Section 3 requirements for this project. Documentations of solicitations and commitments shall be submitted with the bid or substantively equivalent evidence as outlined in the City of Bradford’s MBE-WBE Plan.
This project is subject to Buy American Preference, which stipulates that the due to the use of Federal funds for an infrastructure project as defined in 2 CFR 184.3, that all iron, steel, manufactured products and construction materials incorporated into the project are produced in the United States.
Bids shall be submitted on forms prescribed. Bids may be held by the City for a period not to exceed 45 days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. No bidder may withdraw his bid after the hour set for opening thereof, or before award of contract unless said award is delayed for a period of more than 45 days. The City of Bradford reserves the right to waive any informality in or to reject any or all bids and any part of the bid, as law permits the same.
