Notice is hereby given that sealed bids for the Blacktop Project at the McKean County CYS, 17155 Route 6, Smethport, PA 16749 and McKean County Jail, 17013 Route 6, Smethport, PA 16749 will be received at the McKean County Courthouse until 2:00 P.M., prevailing time, on May 12, 2025. Bids must be submitted to the attention and office of the McKean County Controller, 500 West Main Street, Smethport, PA 16749. Bids shall be submitted in sealed envelopes bearing the name of the Bidder and shall be clearly marked “McKean County Blacktop Project”. The bid will be awarded at the regular bi-monthly meeting of the McKean County Commissioners at 10:00 a.m. on May 13, 2025.
On or after April 24, 2025, Bidders may direct any questions pertaining to the project scope of work, overview, and estimates to Bruce Wymer at BAWymer@mckeancountypa.gov or at 814-331-2211.
The McKean County Commissioners reserve the right to waive any informalities in or to reject any or all bids, as the same is permitted by law. Bids may be held by the McKean County Commissioners for a period not to exceed sixty (60) consecutive calendar days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualification of bidders prior to awarding the contract. McKean County purchases are exempt from both Federal Excise Tax and Pennsylvania Sales Tax.
Proof of liability and workers’ compensation insurance, if applicable, of the bidder in the amount of $1,000,000 must accompany the bid. A certified or cashier’s check drawn upon a bank authorized to do business in the Commonwealth of Pennsylvania or a bond with a corporate surety as provided by law in the amount equal to ten percent (10%) of the bid payable to the McKean County Commissioners, shall be submitted with the bid to guarantee the bidder’s entrance into a contact, if awarded.
The bid shall be subject to the thresholds set forth in the Public Works Contract Bond Law and the lowest responsible bidder is notified that if the contract exceeds that amount, the contract will not be awarded until the performance and pay bonds in the amount of 100% of the contract amount are furnished. For projects over $25,000, attention is called to the fact that not less than the minimum salaries and wages shall be paid on this project in accordance with the current schedule of the Commonwealth of Pennsylvania, Department of Labor and Industry Prevailing Minimum Wage Predetermination.
The contractor shall comply with all State and Federal codes, laws, regulations and ordinances which concern the work, and unless otherwise provided herein shall obtain all applicable permits, licenses and certificates.
