Sealed bids for the East Mill Street Paving Project will be received by the Port Allegany Borough until 2:00 PM on September 8, 2025 at the Port Allegany Borough Office, 45 W. Maple Street, Port Allegany, PA 16743. The bids will be opened and read at that time. Please note that all bidders must be PennDOT approved and all materials must be from PennDOT approved suppliers.
Bids should be sealed and clearly marked “Sealed Bids for the East Mill Street Paving Project.”
Plans, specifications, and bid forms may be examined at the office of E & M Engineers and Surveyors, P.C., 24 Derrick Road, Bradford, PA. 16701.
Copies of specifications and bid forms may be obtained from the office of E & M Engineers and Surveyors, P.C., for a non-refundable price of $50.00 payable to Port Allegany Borough. There will be a $15.00 postage fee payable to E & M Engineers and Surveyors, P.C. for mailing bidding documents. Addenda, if any, will be issued to only those persons whose name and address are on record with the owner as having obtained the bidding documents.
A pre-bid meeting will be held on August 28, 2025 at 1:00 P.M. and the meeting location shall be at the Port Allegany Borough office. All bidders are urged to attend.
A certified check or bank draft, payable to the order of the Port Allegany Borough or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total of the bid shall be submitted with each bid. A performance bond and payment bond in the amount of one hundred percent (100%) of the contract as awarded and a maintenance bond in an amount of at least ten percent (10%) of the contract as awarded will be required as security for faithful performance of the contract.
The successful contractor will be required to comply with all applicable prevailing wage rates, and the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
Proposals must be submitted on the forms prescribed. The Port Allegany Borough reserves the right to waive any informalities in or to reject any or all bids, as the same is permitted by law. Bids may be held by the Port Allegany Borough for a period not to exceed sixty (60) consecutive calendar days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
