    MAIN STREET PLAZA AND POCKET PARK PROJECT

    The Borough of Mount Jewett will receive bids from qualified contractors for the Main Street Plaza and Pocket Park Project (BRC-PRD-29-142), until 4:00 p.m., May 30, 2025 at the Borough of Mount Jewett Office, 1 Center Street, Mount Jewett, PA 16740, at which point sealed bids will be opened and read in public.

    Located between two existing buildings, this project consists of the construction of a new plaza and pocket park with a concrete presentation stage along Main Street in Mt Jewett Borough. The new concrete plaza space will be at sidewalk level, supported by concrete retaining walls on three sides, and abutted by concrete stairs which lead to the lower park space. The lower space consists of three terraced seating sections bordered by concrete curbs with an at grade stage consisting of a three-sided wood structure. The site also contains ADA sidewalks, one handicap parking space, and electrical conduit for future electrical installation, new tree plantings, planters, and site drainage components.

    All bids shall conform to the Contract Documents prepared by The EADS Group, lnc., 450 Aberdeen Drive, Somerset, PA 15501 and dated April 2025. Contractors may obtain same from the Engineer Monday through Friday between the hours of 8:00 AM and 5:00 PM. Contract documents are to be purchased from The EADS Group, lnc. for the nonrefundable fee of $40.00 for an electronic format set of contract documents. To access the documents, the bidder must have a valid email address and will require an internet

    connection. All addenda, if applicable, will be issued electronically. Checks are to be made payable to The EADS Group, lnc. All Contractors submitting a bid for this project must purchase the documents in order to be registered to receive addenda and notices. Questions are to be submitted in writing to Stephen Seth, RLA at The EADS Group, lnc. or by email to sseth@eadsgroup.com. A non-mandatory pre-bid conference will be held at the Borough of Mount Jewett, 1 Center Street, Mount Jewett, PA 16740 on May 19, 2025 at 10:00 a.m.

    Proposals shall be accompanied by a bid bond, cashier’s check, or certified check made payable to Mount Jewett Borough in an amount equal to ten percent (10%) of the base bid. No Bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. Performance and payment bonds and a certificate of insurance will be required of the selected contractor.

    This project is being financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. Additional funding is provided by the PA Department of Conservation & Natural Resources, ARPA, and Act 13 Greenway Trails. The obligations imposed on the Owner by the funding agencies shall apply to and be acceptable to the successful bidder.

    The successful bidder will be required to comply with all Pennsylvania State Prevailing Wage Rates and Related Acts and Equal Employment requirements of Executive Order 11246 regarding discrimination.

    The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, or conditional Bids. The Owner also reserves the right to waive all minor informalities, not involving price, time, or changes in the Work and to award the contracts as may be deemed in the best interest of the Owner.
