Pennsylvania State Police were dispatched Sunday to check on a disabled vehicle in the driving lane of Viaduct Road in Hamlin Township.
The owner, Herbert Henry Brown Jr., 38, of 8405 Suffolk Place, Philadelphia, was pacing around the vehicle when police arrived, according to the report.
Brown had indicated he was waiting for his insurance company to send a tow, but officers stated they could not leave the vehicle sitting where it was. Troopers noticed the inspection on the vehicle was from New York and had expired in 2019. Additionally, troopers noted that the front windows were mirrored and they could not see inside. Troopers assisted Brown in moving the vehicle to a parking place when they noted a strong scent of marijuana.
Brown consented to a vehicle search. Troopers found two Taurus 9MM handguns, a plastic bag containing marijuana, three pistol magazines, 23 9MM bullets, three partly burnt marijuana cigarettes, and a mushroom chocolate bar, according to the police report.
Brown was arraigned before Magisterial District Judge Bill Todd and charged with two felony counts of firearms not to be carried without a license; two misdemeanor counts of use/possession of drug paraphernalia; a misdemeanor charge of marijuana — small amount personal use; misdemeanor intentional possession of controlled substance by person not registered; two summary charges of improper sunscreening; and one summary count of operating a vehicle without a valid inspection. Brown was remanded to McKean County Jail in lieu of $25,000 bail. He is due back in court at 8:30 a.m. Thursday.
