Bradford man designated sexually violent predator
SMETHPORT — A Bradford man who pleaded guilty to multiple sexual offenses involving children has been designated a sexually violent predator following a court hearing.
Daryl Robinson Jr. pleaded guilty in June to involuntary deviate sexual intercourse, rape of a child, trafficking in individuals, photographing a child in a state of nudity and other offenses, according to McKean County District Attorney Stephanie Vettenburg-Shaffer.
City of Bradford Police Officer Tyler Blair filed the charges following an investigation into offenses committed against minor children over several years.
Under Pennsylvania law, individuals convicted of certain sexual offenses must undergo an evaluation by an expert with the Sexual Offender Assessment Board before sentencing. The assessment examines whether an offender has a mental abnormality or personality disorder that makes the person likely to engage in predatory sexually violent offenses.
Following the evaluation, the district attorney’s office filed a motion requesting that Robinson be designated a sexually violent predator.
At an Oct. 7 hearing, Dr. Brenda Manno testified as an expert in sexual offender behavior and evaluations. According to Vettenburg-Shaffer, Manno testified that Robinson’s offenses occurred over more than five years and that he maintained relationships with the victims, at least in part, to facilitate the offenses.
Manno testified that Robinson met the statutory criteria for a sexually violent predator, including the requirements involving a mental abnormality and predatory behavior.
Following the testimony, the judge ruled that Robinson met the statutory definition of a sexually violent predator.
Vettenburg-Shaffer explained that individuals designated sexually violent predators must register as sex offenders for life and comply with additional requirements, including attending counseling sessions at least monthly.
Failure to comply with registration or counseling requirements can result in additional criminal charges and incarceration.
Robinson is scheduled for sentencing Dec. 3.
