Council approves renovations to two buildings
In a meeting lasting about five minutes, Bradford City Council approved work on two properties currently under nuisance orders by the board of health.
At the Aug. 12 city council meeting, three council members had voted against certificates of appropriateness from the Historical Architecture Review Board for work on 39-43 Mechanic St. to Wilbur Wright and to Rubinov Group LLC for 14 Pine St., both of which are inside Bradford’s historic district. No reason was given for the denial.
At Tuesday’s meeting, on changed votes from Fred Proper and Kris Goll, the council reversed course and approved those same measures.
At the Mechanic Street building, the changes will include replacing the roof and raising a portion of the roof line to enclose exposed beams. The project also includes replacing the first-floor storefront with a period-correct design for the building with elements of the original building design as interpreted from 1947 renovation drawings by Bradford Architect Earl G. Wheeler. The certificate of appropriateness also indicated that second-floor windows along Mechanic Street will be removed and a cable railing will be installed on the interior of the building.
At Pine Street, the updating will be done in phases, the first of which involves removing the MOOSE letters on the front of the building and demolishing the addition on the back. The attached building is beyond repair. The mason will properly power wash the front and the back of the building and will replace missing bricks, and repoint the front and the back of the building, as necessary. The mason will also cut and cap an old chimney on the roof, which is not visible from street level. The existing stairs at the back of the building and electric service coming into the building will be removed during demolition.
The second phase will include refurbishing and restoring the four windows located at the front to their original style. The third will build a restaurant and office space on the first floor, as well as add four to six apartments on the second floor. This phase will have full architectural blueprints, and a new HARB application will be submitted for new windows. The five windows on the second floor of the building will be identical to the ones installed on the first floor, the certificate of appropriateness indicated.
Also at the meeting, council approved an Enterprise Loan Agreement with Sheikh Iqbal for $30,000 for repairs to Kabob’s at The Option House, and a contract with Weber Murphy Fox for architectural and engineering services for the new city police station.
Council heard from a resident who was concerned about a neighbor who parked a semi truck at his residence, and left it running. The diesel fumes are coming into neighboring homes, and the noise of the truck is disturbing neighbors. Mayor Tom Riel told the resident to leave his information with a city representative, as the activity he described is in violation of numerous city ordinances.
The next regularly scheduled council meeting is 6 p.m. Sept. 9.
