Commissioners address questions, approve grants, renew services
SMETHPORT — McKean County District Attorney Stephanie Vettenburg-Shaffer raised several questions during the commissioners’ regular meeting Tuesday at the courthouse.
The first was regarding a “side letter of agreement” between McKean County and the American Federation of State, County and Municipal Employees (AFSCME), District Council 85, as Shaffer asked for additional details.
Commissioner Chairman Tom Kreiner stated it was part of the office manager’s bonus in the public defender’s office.
Shaffer asked why the matter hadn’t been approved prior to the bonuses being paid out.
Kreiner said, “We had to wait for the union to approve, and they’ve just now done that.”
Shaffer also inquired about the salary for the GIS coordinator position recently filled.
“You’re saying the new person is at $40,000 (per year)?” Shaffer asked, in addition to whether the position was full time.
Kreiner responded yes to both questions.
Shaffer also asked whether meeting minutes are being posted online. Kreiner said that meeting minutes are added to the county website once they are approved. As of Tuesday afternoon, the most recent minutes appearing on mckeancountypa.gov were from commissioners’ March 25 meeting.
Resolutions and approvals of the board included a participation grant agreement and assurance of compliance for the Medical Assistance Transportation Program (MATP) and the Second Harvest Food Bank of Northwestern Pennsylvania state plan, both effective July 1, 2025, through June 30, 2026; applications for county aid from liquid fuels funds from Ceres Township for $4,677.66 and from Hamlin Township for $2,411.56.
Commissioners also approved all the documentation associated with filing a proposal for $230,766 in funding with the Department of Community and Economic Development for a McKean County Emergency Solutions grant through the McKean County Redevelopment and Housing Authority.
Regarding contracts, leases and purchase agreements, the board approved a lease agreement for $1,000 per month between the Children’s Advocacy Center (CAC) and Christian J. and Carol B. Howard; a grant agreement for devices under the Connect McKean: Digital Connectivity Technology Program; a service agreement between Cameron County Children & Youth Services (CYS) and the CAC; preventive maintenance agreements with MJ Mechanical Services Inc. at the 911 Center and CYS for $2,096 and at the courthouse for $8,400.
A repository sale of 1398 Looker Mountain Trail was approved at $301 to the only bidders, Ricky and Stacy Lawton Jr.
A slew of Department of Human Services agreements were renewed, including CYS legal counsel with 311 Liberty Law PLLC; therapy with Susie Marchesani LCSW, Dr. Peter von Korff and Shippenville Project Point of Light; mental health/intellectual disabilities with AndVenture and SafeInHome; early intervention with Bauers All About Kids, CARE and Seneca Highlands IU9; family profile with Catholic Charities; and delegate renewals with Meghan Hollenback and Tania Geist. Commissioners also renewed seven resource care (formerly called foster) family agreements.
In old business, an I.T. policy regarding computer screen lockouts, which had been tabled at two previous meetings, was approved. Kreiner noted that appropriate education regarding the policy had been offered to employees.
Commissioners will meet next at 10 a.m. July 22.
