    More improvements at Marilla discussed at Water Authority meeting

    More improvements at Marilla Reservoir were discussed at Bradford Water Authority’s meeting on Wednesday, courtesy of Tuna Valley Trail Association.

    “TVTA has approached the Water Authority board, they have proposed plans to provide a permanent restroom facility out at the Marilla Reservoir, replacing the existing porta-potty,” said Steve Disney, executive director of the authority. “This project is in addition to the project that just received funding for the construction of a lighted parking lot, open-air pavilion, restroom facility and overlook on Marilla Landing.”

    He explained adding a permanent restroom may require removing about 30 trees to allow sunlight into the unit for proper ventilation.

    “However a second option has been proposed by TVTA,” Disney said. “This option includes installing a pole, mounting solar panels and running conduit/wire to the restroom in lieu of tree removal. This would power a small fan to provide the needed ventilation.”

    Water Authority board members are in favor of that option.

    “They would also like to see what the solar panels look like and where they would be placed,” Disney continued. “The water authority board is in favor of this project, but is still evaluating options on how to make the least impact to the area but provide the best outcome for the public. The trees in question that would be removed are low value trees. The tree removal option — if chosen — would provide another tangle free area for fishermen.”

    Pending projects were largely the focus at the meeting. Delays of several projects due to supply chain issues were discussed, with authority members looking to move or extend work to next year.

    The Marilla Brook Crossing Project, which is contracted to Bob Cummins Construction, will be moved to next year due to material availability issues. “There would be no effect on easements and the (Department of Environmental Protection) permit for this project does not expire until March 31, 2024,” explained Disney.

    The Harrisburg Run Bridge replacement likely will be moved to 2023. The proposed guiderail posts are in conflict with Water Authority mains on each side of the bridge. “Further conversations are underway to try and determine if any other options exist, to avoid costly water main relocations,” Disney said. “No cost sharing funding is available on these projects for utility relocations.”

    The Authority is seeking permission from PENNVEST to extend the lead abatement project to 2023 as well.
