A Bradford man is in McKean County Jail for charges including kidnapping and assault from an alleged incident Tuesday in Foster Township.

Chad E. Dowell, 34, was arraigned Wednesday before District Judge David Engman on charges of aggravated assault-circumstances manifesting extreme indifference to the value of human life and kidnapping to inflict injury or terror, both first-degree felonies; terroristic threats, a first-degree misdemeanor; recklessly endangering another person and two counts of simple assault, second-degree misdemeanors; and summary counts of harassment and driving while operating privileges are suspended or revoked.

According to the criminal complaint, at 5:33 p.m. Tuesday, Bradford City EMS was helping the victim of what was reported as a fall on Garlock Hollow. At 5:50 p.m., the Foster Township Police were requested due to the injury being related to an alleged domestic incident.

The complaint states that Dowell accused his girlfriend of cheating on him, and he was becoming angry, so she ran away. He allegedly convinced her to walk back to him, grabbed her and grabbed her hair and dragged her down the road by her hair; He put her in his truck against her will.

In the truck, Dowell pulled out a knife and said, “You better tell me the truth or I am going to cut you up and kill you,” the complaint stated.

According to the complaint, Dowell drove up Garlock Hollow, and, as he drove, he was punching her face and body and grabbing her arms, legs, neck and head. At the top of Garlock Hollow, he started to turn around, and the woman was able to exit the truck and begin running. She entered a residence and had the resident call 911.

At the time of the alleged incident, Dowell has a DUI-related suspension on his driver’s license, too, according to court records.

Dowell was jailed in lieu of $100,000 bail. He is scheduled to appear in Central Court on Sept. 26.
