Bradford City officials declared three more homes to be “public nuisances”: 11 Pike St., 2 Maplewood Ave. and 388 South Ave.
The decision was made during a Board of Health meeting held just prior to the regular Bradford City Council meeting. Health director Mike Cleveland described the condition of the three homes before the vote was taken.
At 11 Pike St., owned by Michael Miles and Brianna Oliver, there was a hole in the roof that left the inside of the house exposed to the weather, causing a great deal of interior damage such as collapsing wallboards. Similarly, 2 Maplewood Ave., owned by Robert and Shirley Howard, had a deteriorated roof that collapsed in some places, exposing the interior to the weather, and the foundation was in poor shape.
At 388 South Ave., owned by Michael Krott, the roof was deteriorated, and all the ceilings on the first floor had collapsed from the water that was leaking into the house. The windows were broken out, and the floors are covered in moss.
Council also granted a 10-day extension to the new owners of 101 School St. A law firm representing Bank of America contacted the city on Monday to ask for the extension, as the Bank of America just obtained the property earlier this month and wanted to review the property before deciding how to proceed.
At the regular council meeting, Council approved two subdivisions of land and withdrew approval for other subdivisions.
They granted the subdivision of two pieces of land owned by the Buffalo & Pittsburgh Railroad ℅ Genesee & Wyoming Railroad Services Inc. to American Refining Group Inc. The railroad deeded a .929-acre property and a .347-acre property to ARG to establish railroad right-of-way and ARG property boundaries.
Meanwhile, approval was withdrawn for lands John Kohler had planned to use for land development. They included lands on Holley Avenue owned by Bradford City and Glenwood Avenue owned by the Bradford City Water Authority and the Bradford Flood Control Authority. The subdivision had been approved for land development, which never took place, and final paperwork was never submitted to McKean County.
In other news, the city has been awarded a $2,832,500 Local Bridge program funding for an Elm Street bridge project. Council authorized the execution of a reimbursement agreement with the Pennsylvania Department of Transportation for the project.
City officials were authorized to apply for two grants, too.
The city plans to file an application for $296,249 in 2018 Community Development Block Grant assistance. A three-year community development plan was prepared as part of the application.
The Bradford City Fire Department plans to apply for the 2018-19 Fire Company and Emergency Service Grant Program, which, if awarded, could be used to purchase up to $15,000 in firefighting equipment and up to $10,000 in emergency medical equipment.
Also, council authorized a lease agreement to be made with Kathy Wright D.B.A. Yoga with Kathy for space in the Robert P. Habgood Jr. Business Development Center.
The next regular council meeting is set for 7 p.m. Oct. 9.
