The Bradford Sanitary Authority has awarded bids for Phase 3 of its upgrade of the wastewater treatment plant.
The board voted at a brief special meeting Wednesday.
Jack Rae, the Gannett Fleming employee who serves as the authority’s engineer, explained that since they opened bids on June 19, the bids have been reviewed and the math checked. All the references of the apparent low bidders were checked; all references seem good, and the financial statements of the companies were fine.
Rae noted that a provision to offer substitute suppliers was offered. A couple of substitutes were submitted, but they did not meet the requirements.
Bids were awarded for a general contract, a mechanical contract and an electrical contract.
The general contractor is Hickes Associates Inc. of Alexandria, Pa., with a bid of $6,059,000; mechanical contractor, Mazza, $1,060,000; and electrical, Pure Tech, $1,596,589.
Prior to the vote being taken, board member Norm Strotman added that they would vote under the condition that the authority is able to secure a funding increase for a 1 percent, 30-year loan.
The authority also approved a motion to request additional funding from PENNVEST.
The total for all three bids is $8,715,589; PENNVEST has previously offered $7 million in funding, which includes a $2.35 million grant and a $4.65 million loan with a 1 percent interest rate.
Executive Director Rick Brocius said more information about the upcoming project is forthcoming.
