Bradford man pleads guilty to pill deliveries

SMETHPORT — A Bradford man pleaded guilty Thursday in McKean County Court to allegations in two pill deliveries.

Scott R. Best, 49, entered the guilty plea in one case to charges of possession with the intent to deliver a controlled substance and criminal use of a communication facility, and in the second case to possession with the intent to deliver a controlled substance.

District Attorney Stephanie Vettenburg-Shaffer said that on Jan. 5, 2017, Best set up a drug delivery using a communication facility, then he sold four Suboxone pills that contained buprenorphine to a confidential informant who was under the surveillance of the McKean County Drug Task Force; then, on March 30, 2017, he sold five Suboxone pills that contained buprenorphine.

Best will be sentenced April 19.

Also in court, Ty W. Hallock, 19, of Smethport, pleaded guilty to charges in three cases. He’s charged in one case with loitering and prowling at night time, in the second case with resisting arrest and in the third case with conspiracy to commit theft by unlawful taking. According to Assistant District Attorney Jerry Grill, between midnight and 12:50 a.m. on Oct. 6, Hallock was prowling on the steps of a Bradford apartment; on Nov. 4, he fled from Bradford City police officers who were trying to arrest him and hid himself in an enclosed, padlocked area surrounded by an eight-foot fence; and on Dec. 15, he agreed with Rayquan Raymond to commit theft in McKean County Jail. Hallock will be sentenced April 19.

Clifford C. Carpenter, 48, of Bradford, pleaded guilty to charges of endangering the welfare of children and simple assault. According to Shaffer, Carpenter assaulted a 10-year-old and two 8-year-olds, pushing them into doorways and walls, punching them in the stomach, pulling them by the ears and more. He will be sentenced April 19.

Christopher D. Link, 27, of Port Allegany, pleaded guilty to charges of simple assault, criminal trespassing and a summary charge. On Oct. 23, Link entered an East Mill Street, Port Allegany, residence, struck a man in the head— fracturing the man’s head and jaw — and struck another man, said Assistant District Attorney Ashley Shade. He will be sentenced April 19.

Shannon D. Hollobaugh, 46, of Bradford, pleaded guilty to a charge of simple assault. On Jan. 4, Hollobaugh tried to punch a police officer, Grill said. He will be sentenced May 3.

Jared M. McAndrew, 21, of Bradford, pleaded guilty to a charge of theft by unlawful taking. According Shade, on July 1, McAndrew took money and video games worth $372 from someone. He will be sentenced April 19.

John W. Harkness, 47, of Bradford, pleaded guilty to a charge of retail theft. Grill said that on Jan. 23, Harkness took two beef loins worth a total of $120 from Save-A-Lot in Bradford. Harkness will be sentenced April 5.

Richard P. Fetzeck, 42, of Bradford, pleaded guilty to charges of unauthorized use of a motor vehicle, DUI-alcohol and a summary charge. On Feb. 2, Fetzeck, who was under the influence of alcohol, drove a 2012 GMC Terrain without the consent of the owner or a valid driver’s license, said Grill. Fetzeck will be sentenced April 19.

Jacob J. Tarr, 25, of Port Allegany, pleaded guilty to a charge of possession of drug paraphernalia and a summary charge. He will be sentenced April 19.

The following people were accepted into the Accelerated Rehabilitative Disposition Program: James R. Autieri, 34, of Derrick City, for DUI-controlled substance and possession of a small amount of marijuana and drug paraphernalia; Shyanna R.L. Olson, 18, of Smethport, and Eric L. Shypula, 20, of Bradford, both for possession of drug paraphernalia and a small amount of marijuana; and, for DUI-alcohol, Robert L. Carpenter, 50, of Smethport, Lawrence E. Baker, 71, of Port Allegany, Troy M. Berne, 42, of Smethport, and Dale E. Sullivan, 58, of Limestone, N.Y.

Two people were also convicted at trials earlier this week.

On Monday at the McKean County Courthouse, Randon M. Black, 31, of Bradford, was convicted of two counts of DUI and various summaries, Shaffer reported. She said, “The trial occurred in absentia — or in his absence — after the defendant appeared at the courthouse but failed to remain for his trial.” He was later incarcerated on a bench warrant, she said. He will be sentenced April 19.

On Wednesday, Kevin G. Austin, 55, of Bradford, was convicted of two counts of DUI and one count resisting arrest, said Shaffer. He will be sentenced May 3.
