    Hocker retains chairman appointment

    Foster Township Supervisor George Hocker will retain his appointment as supervisor chairman in 2018.

    The board of supervisors held its annual reorganizational meeting in conjunction with its regular monthly meeting Tuesday evening.

    Supervisor Gus Crissman will be vice chairman for the coming year, and Shannon Morgan remains secretary treasurer.

    The meeting was the first for Supervisor Carl McCracken, who was elected in November to replace Dale Phillips. Phillips did not run for re-election.

    Among the business McCracken took part in his first day was to approve, alongside Hocker and Crissman, two ordinances related to code enforcement.

    The first is to authorize a ticket to be issued initially — rather than a citation — for code violations. This is to prevent burdening the district court. People receiving tickets will have five days to address it; if it is not addressed in that time, a ticket will be issued by the district judge.

    The second ordinance allows the township to institute actions against the owner of a property in serious violation of code. These actions can include denial of a permit. This ordinance is to be effective 60 days from Tuesday.

    Other appointments include road master, Gus Crissman; police liaison, Carl McCracken; sewer liaison, George Hocker; road foreman, Chad Babcock; police chief, Tom Munn; zoning officer, Mark Grassi; and code enforcement officer Bob Baker.

    Serving as township solicitor will be Stapleford & Byham LLC; serving as labor solicitor will be Cafardi, Ferguson, Wyrick, Weis & Stotler; serving as township engineer will be Stiffler McGraw and Associates Inc.; serving as certified public accountant will be Buffamante, Whipple & Buttafara. Sewage enforcement officer is Todd Fantaskey, and alternate sewage enforcement officer is Nick Melnick.

    The supervisors also filled several board openings, including property maintenance board, Adam Rhodes; planning commission, Peter Gardner; zoning hearing board, Chris Works and Tina Phillips; uniform construction appeal board, Al Vanderpoel; and auditors, Barbara Price and William Hallock.

    In the Derrick City Volunteer Fire Department, chief is James Kelley and president is Stephanie Scrivo. In the Rew Volunteer Fire Department, chief is Todd Burkhouse and president is Amanda Jackson. Donald Fredeen was named to the Bradford District Flood Control Authority, Peter Gardner was named to the McKean County Planning Commission and Morgan was named to the McKean County Tax Collector Committee.

    During the public discussion section of the meeting, one resident brought up two safety concerns with parking in Foster Brook.

    For one, Enterprise Rent-a-Car, which recently moved into the shopping center on Foster Brook Boulevard, has a bus that comes through several times a day, making it hard to get through. Her other concern is about the Bradford Mall parking lot: she regularly sees motorists disregard messages painted on the pavement indicating they are to stop.

    Chief Tom Munn said that in both instances, because the lots are private property, the police would not have the rights to monitor the lots without the owners asking them to.

    Hocker said he would talk to the property owners about her concerns.

    All regular meetings of the supervisors in 2018 will be held at 7 p.m. the first Monday of each month, with the exception of any special meetings, which will be advertised in The Bradford Era. Work sessions will be held at 6:30 p.m. the third Thursday of each month.
