Smethport man to serve five-year sentence for DUI crash

SMETHPORT — A Smethport man accused in a DUI crash that involved two children received a five-year sentence Thursday in McKean County Court.

Joseph M. Irons, 32, of Smethport, was sentenced to five years in the Intermediate Punishment Program with credit for 19 days of time served for a charge of recklessly endangering another person and four summary charges.

Irons pleaded guilty Oct. 5 to allegations that on July 12, he drove under the influence of a combination of controlled substances while he had a 6-year-old child and 7-year-old child — who were not in booster seats — in the vehicle; his vehicle struck an unattended vehicle, and he failed to report the crash.

Also in court, Justin A. Conklin, 28, of Bradford, was sentenced to one to 10 years in state prison with credit for 86 days of time served for a probation revocation. He had pleaded guilty in 2012 of charges of statutory sexual assault and child pornography.

William L. Roggenbaum Jr., 24, of Bradford, was sentenced to 15 days to 23 ½ months in McKean County Jail with credit for 15 days of time served for charges in two cases. He’s charged in one case with simple assault and in the second with resisting arrest and a summary charge. Roggenbaum pleaded guilty Oct. 26 to allegations that on July 4, he threw a rock through the back window of a vehicle driven by a woman trying to escape an argument with him; then, on Sept. 16, police were called because Roggenbaum, who was under the influence, was smashing windows in a vehicle, and when police were called, he threw a shirt at an officer’s face and lunged forward.

Tahnee N. Girts, 27, of Kane, will serve 17 days to 23 ½ months in McKean County Jail for charges of simple assault in two separate cases. On Oct. 26, she entered a guilty plea to allegations that on June 25, she struck a female; then, on July 4, she struck another female in the head multiple times.

Calvin L. Teeter III, 20, of Bradford, will serve 60 days to 11 ½ months in McKean County Jail with credit for one day of time served for a charge of simple assault. Teeter pleaded guilty Nov. 2 to allegations that on Sept. 7, he struck a man repeatedly outside the Downbeat Restaurant in Bradford.

Joseph D. Reap, 23, of Bradford will serve 30 days to 18 months in McKean County Jail with credit for three days of time served for a charge of recklessly endangering another person and a summary charge. According to court records filed at the time Reap was first arrested, on Sept. 12, he threw a brick through a window, then drove away at a high rate of speed, nearly striking several people.

Richard C. Anderson, 22, of Mount Jewett, will serve two months to one year in McKean County Jail for a charge of simple assault. On Nov. 2, Anderson entered a guilty plea to allegations that on Oct. 4, he pushed a woman to the ground, put his hand on her neck and squeezed, leaving red marks.

Crystal L. Morrison, 34, of Bradford, will serve 45 days to one year in McKean County Jail with credit for 10 days of time served and six months of probation for charges of forgery and theft by unlawful taking. Morrison pleaded guilty Oct. 26 to allegations that on April 3, she issued someone else’s personal check for $150 without permission.

Yvonne L. Banks-Bush, 30, of Custer City, will serve nine days to one year in McKean County Jail with credit for nine days of time served and six months of probation for charges in two cases. Bush is charged with marijuana-small amount for personal use and possession of drug paraphernalia in one case and receiving stolen property in the second.

On Oct. 26, Bush pleaded guilty to allegations that between Oct. 1-31 in 2016, she received a stolen exterior door valued at less than $200; on June 13, she possessed a small amount of marijuana and two marijuana pipes.

Lavita R. Robinson, 37, of Buffalo, N.Y., was sentenced to 83 days to 14 months in McKean County Jail with 83 days of credit for time served for charges of retail theft and possession of drug paraphernalia. Robinson pleaded guilty Nov. 9 to allegations that on Aug. 25, she took $137.64 in baby formula from Walmart.

Theodore J. Vancise, 19, of Eldred, will serve 18 months of probation for a charge of corruption of minors. On Oct. 26, Vancise pleaded guilty to allegations that he had a relationship with a 14-year-old girl that included kissing and, on at least one occasion, a secret meeting against the wishes of the girl’s mother.

Samantha L. Hinchman, 30, of Limestone, N.Y., will serve 18 months of probation for a charge of recklessly endangering another person. Hinchman pleaded guilty Oct. 26 to allegations that at 1:26 a.m. May 19, she left a 10 ½-year-old girl home alone.

Michael A. Chittester, 25, of Ridgway, will serve one year of probation for charges of theft by deception in two cases. On Oct. 26, Chittester entered a guilty plea to allegations that on Jan. 6, he passed a bad check at Mount Jewett Marketplace for $131.84; then, on March 24, he tried to pass a payroll check that had already been cashed.

Sarah A. Phillips, 30, of Cleveland, Ohio, will serve one year of probation for charges of resisting arrest, disorderly conduct and a summary charge. Phillips pleaded guilty Oct. 26 to allegations that on Aug. 15, police tried to take her into custody because she refused to leave the Country Fair premises after a disturbance; she caused an abrasion and ripped jeans for one officer and a rolled ankle to another during the arrest.
