LITTLE VALLEY, N.Y. — A years-long investigation into the alleged rape and forced prostitution of an underage girl has resulted in the arrests of a woman and three men formerly of the Salamanca area.
Cattaraugus County district attorney Lori Rieman announced grand jury indictments issued against Tina L. Wagoner, 51, charging her with three counts of first-degree rape, class B felonies, and three counts of second-degree promoting prostitution, class C felonies.
Indictments have also been issued against Thomas D. Doner, 35, Ryan A. George, 35, and Christopher R. Terhune, 32. Doner and George have been charged with a count each of first-degree rape, and Terhune has been charged with first-degree attempted rape, a class C felony.
Rieman alleges that Wagoner received drugs, alcohol or both in exchange for sexual intercourse with a girl living at her residence who was between the ages of 10 and 12 when the incidents allegedly occurred at the Hemlock Hills trailer park between January 2010 and October 2012.
The indictments were filed Feb. 19. The Salamanca Police Department and Cattaraugus County Child Protective Services investigated the case.
“It was part of an ongoing investigation. It needed a lot of follow-up,” Rieman said. “(The victim) is now in a Social Services group home out of the county … She’s in a safe location.”
The girl is receiving counseling and other necessary services, Rieman said.
“This one has really hit home with a lot of us and affected all of us who have investigated this,” she added. “It’s affected all of us from a personal perspective.”
Although Wagoner didn’t take part in the sexual acts, Rieman said she was charged with rape in each of the cases “as an accomplice” and for “profiting from the prostitution of the subject child.”
Attorney Bryan Milks of Delevan is representing Wagoner, the district attorney said.
Wagoner, George and Doner have been arraigned in Cattaraugus County Court and remanded to county jail in lieu of $250,000, $100,000 and $25,000 bail, respectively.
Terhune is currently serving an 18-month to 3-year sentence at Cape Vincent Correctional Facility for his conviction of an unspecified family offense. He is slated for transfer back to Cattaraugus County for arraignment.
The accused are listed as co-defendants, but a judge could decide to separate the cases, Rieman said. They are due in court on later dates.
According to Salamanca police records, Wagoner formerly lived at 212 Washington St., Salamanca. Last year, she was sentenced to one year in the county jail and restitution after pleading guilty to fourth-degree arson following a fire she intentionally set in her trailer, according to court records.
Terhune formerly lived at 119 Academy St., Salamanca. Doner lived at 118 Newton St., Salamanca.
George’s most recent listed address was 1155 Prendergast St., Jamestown, but he also previously lived at 65 S. Loop Road, Steamburg, according to police.
“This is an ongoing investigation and more arrests may follow,” Rieman said, praising the “hard work and investigation done by the Salamanca Police Department” so far.
