Bradford City Council approved on first reading Tuesday an ordinance setting wages for city workers for 2014.
Raises were given in accordance with union contracts.
In the city’s administration, city clerk John Peterson’s salary for the year was set at $65,139. However, he is planning to retire within the first quarter of the year. City council is changing the title of his position to city manager, and no wage had been set for that position as of Tuesday. Peterson will continue to serve the city as zoning officer and health officer, with annual salaries of $6,000 each for those positions.
Chief financial officer Mike Shanks will garner $66,950. City solicitor Mark Hollenbeck will earn $48,185.39, an increase of $1,902. Human resources director Valerie Figula will earn $31,521.50, an increase of $929.50 over the current year. Executive secretary Teri Cannon will earn $36,846, an increase of $910 over the current year. Treasurer Karen Hector will earn $43,000, an increase of $2,000.
In the Office of Economic and Community Development, executive director Sara Andrews will garner $77,986, an increase of $1,902 over her current salary. Housing rehab director Jeff Andrews will earn $50,613, an increase of $1,234 over his current salary. Economic and community development manager Debbie Huston will earn $47,488, an increase of $1,158. Elm Street manager Lisa Keck will earn $42,341, an increase of $1,033.
In the city’s fire department, chief Chris Angell will earn $60,847, an increase of $2,053.53. Code enforcement officer Mike Cleveland will earn $52,278.92, an increase of $1,386.65. He will also earn an additional $2,200 for serving as the department’s health director. Three captains in the department will earn from $52,348.92 to $54,528.92. Three lieutenants will earn from $51,888.92 to $52,928.92. Six firefighter/paramedics will earn between $41.199.17 and $50,198.92. Code enforcement secretary Sue Yeager will garner $32,526, an increase of $910.
Three temporary fire employees are listed in the wage ordinance, each at $11.95 an hour; while one part-time firefighter/paramedic is listed at $12.40 an hour; and five part-time firefighters are listed at $11.95 an hour.
In the police department, chief Chris Lucco will earn $63,741, an increase of $4,154.61. Assistant chief Mike Ward will earn $57,479.27, an increase of $2,686.81. School Resource Officer Butch Bartlett will earn $54,519.27, an increase of $2,684.88. Lt. Steve Caskey will earn $58,819.27 as lieutenant and juvenile officer; it was not immediately clear what his 2013 salary was, as the position has changed to include juvenile officer duties as well. Two sergeants in the department will earn $55,169.27 and $55,349.27, respectively. One juvenile officer’s salary is listed as $56,064.50.
Ten patrolmen in the department earn between $42,575.42 and $53,669.27. Parking enforcement officer Karen Disney will receive a raise of 39 cents an hour, bringing her to $11.41 per hour.
Chip Comilla, director of parks and public works, draws a salary from three departments. In the refuse division, his salary will be $32,338.20; in streets, $6,467.64; and in parks, $25,870.56, for a total of $64,676.40; with a raise of $1,902.
In the refuse division, the foreman will earn $19.49 an hour, an increase of 46 cents per hour; while the assistant foreman will earn $18.54 an hour, an increase of 47 cents an hour. Seven other drivers and refuse collectors will earn from $15.48 an hour to $18.71 an hour. In the streets division, the job foreman will earn $20.36 an hour, an increase of 46 cents an hour. An operator/mechanic will earn $20.14 an hour, an increase of 87 cents an hour. An operator/assistant foreman will earn $18.79 an hour, an increase of 62 cents an hour. Six other operators in the department will earn from $18.11 to $18.86 an hour.
Electrician Dan Tyger will earn $35,030, an increase of $1,040.
In the parks department, three workers will garner from $18.11 to $19.30 an hour.
The wages approved for the city’s governing body will not change. Mayor Tom Riel will earn $5,000 a year, while four councilmen — Fred Proper, Rhett Kennedy, Brad Mangel and Tim Pecora — will each earn $3,500 for the year. City controller Ron Orris will earn $3,500 a year as well.
The wage ordinance must be approved on second reading, which is scheduled for 7 p.m. Dec. 17.
