The Foster Township Supervisors heard updates on several ongoing
construction projects and opened bids for the 2007 paving project
at their regular meeting Monday night.
Township engineer Roy Pedersen reported briefly on several
construction projects, saying both the Tuna Cross Road Bridge
project and the Olean Road and South Kendall Avenue sewer projects
were on hold for the winter. He added they should re-open in
mid-April.
Pedersen said the boiler for the municipal building cannot be
installed until the township receives a building variance from the
state Department of Labor and Industry regarding the clearance over
the boiler. He added he did not foresee a problem getting the
variance.
The design portion of Phase II of the sewer project on South
Kendall Avenue is basically completed, he said, adding permits have
been approved for the Harrisburg Run extension. A revised plan for
the main line is pending approval by the county, he said.
Pedersen said his firm received a letter from the state
Department of Environmental Protection Monday calling for a meeting
on the sewer extension project.
The necessary easement maps are about “75 percent done,” he
said, adding the highway occupancy permit is also nearly
completed.
Applications for PennVEST loans and grants will be submitted
once the DEP permits are in hand, Pedersen said.
“Little by little … things are slowly falling into place,” he
said.
In other business, the supervisors opened five bids for the 2007
paving project in the township. Low bidder Monday night was Glenn
Hawbaker out of State College, bidding a total of $132, 619.
The supervisors voted to table the bids for review.
Supervisor Chairman Robert Slike Jr. reported that an executive
session Friday was held. Leon Fuller was hired to fill a vacancy in
the municipal maintenance department.
The supervisors also approved three resolutions:
– the supplemental reimbursement agreement allows the
supervisors to reconfigure spending for the Tuna Cross Road bridge
project;
– the second resolution marks the supervisors’ approval of the
Rew Volunteer Fire Department’s official list of scheduled events,
and assures the firefighters will be insured in conjunction with
the Pennsylvania Workers Compensation Act; and
– the last one allows the township to appeal to the county for
more than $11,000 in liquid fuel funds for road treatment
projects.
Slike said during the meeting that the Kinzua Outdoor and Travel
Show, held recently at the Bradford Mall, was a success. He
commended the organizers and the Bradford Area Chamber of
Commerce.
“I saw people there I haven’t seen in a long time,” Slike said.
“I hope they bring it back to Foster Township again next year,” he
added.
Supervisor Chris Wolcott mentioned that both the Rew and Derrick
City volunteer fire departments will soon seek new members, adding
they can always use help, even just for fund-raising events.
A spring clean-up is set for 8 to 10 a.m. April 28.
The next Foster Township Supervisors meeting will be held at
7:30 p.m. April 2.
