The new manager for the City of Bradford’s Elm Street Program
was introduced Tuesday at the Bradford City Council meeting.
Lisa Campogiani, formerly of Dresser Piping Specialties, began
her position with the city last week, explained Sara Andrews,
executive director of the Office of Economic and Community
Development.
“She’ll attend her first training in Harrisburg on Thursday,”
Andrews said.
Campogiani said after the meeting that she will have a few weeks
of training before moving ahead with the neighborhood
revitalization project targeted at two blighted areas within the
city. The Elm Street West neighborhood has a perimeter of Barbour,
Bennett, Mechanic and School streets and part of Pleasant Street.
The other is Elm Street North, which includes Bishop, Kennedy,
Miller, Amm, Forman, Boylston and Davis streets.
The West neighborhood will be addressed first, Andrews
explained, saying improvements will begin in the Cole Avenue
area.
Also at the meeting, council approved advertising for
engineering proposals for infrastructure improvements in the
project neighborhood.
Council also authorized advertising for bids for infrastructure
improvements in Phase III of Onofrio Street, which is the
construction of 13 new homes at the end of the street near West
Washington Street.
Onofrio Street will be extended past the current intersection
with Barbour Street and will end in a cul-de-sac rather than
connecting with West Washington Street. Four homes will be built on
each side of the extended street and five will be built facing
Onofrio Street, with the backs of the houses towards West
Washington Street.
In other business, council authorized the proper officers of the
City of Bradford – apparently the OECD – to submit monetary bids to
the McKean County Tax Claim Bureau for the purchase of properties
which may be available at tax sale Jan. 17.
Before the measure was voted on, Councilman Tom Riel asked, “Is
this open ended?”
He said he wanted to know a ballpark figure of how much money
they were talking about approving rather than agreeing to an
open-ended bid submission.
“I had that same question when I read this,” said Councilman Dan
Costello, but he added, “I have faith in the OECD that they won’t
overspend.”
Andrews said setting a parameter of $10,000 would be
acceptable.
Council approved the measure.
In other matters, council
* appointed Shayne Miller to a permanent position of police
officer with the City of Bradford Police, as his probationary
period has been completed;
* appointed Mayor Michele Corignani and Costello as voting
delegates to the Tuna Valley Council of Governments;
* approved payment of $3,980.40 to Jamestown Flooring Co. for
ceiling tiles and hanging materials for Old City Hall from the
project account;
* approved payment of $1,983.09 to Shembeda Floor Covering Inc.
for installation of carpeting for Dr. John Addis’ office at Old
City Hall from the project account;
* approved payment of $1,300.56 to Bisett Building Center for
office kitchenette cabinets and building materials for the
renovation of the first and second floor of Old City Hall from the
project account; and
* approved payment of $2,129 to Davis-Fetch Corp. for a wooden
door and hardware for Old City Hall from the project account.
The next council meeting is scheduled for 7 p.m. Jan. 23.
