SMETHPORT – A former inmate at Federal Correctional Institution
at McKean waived extradition Thursday in McKean County Court to New
York County to face second-degree murder charges.
Yovany Ramos-Mondroy, 22, a resident of Mexico, appeared before
Judge John Yoder for a brief hearing to waive extradition to New
York state. He had been released from FCI-McKean, but because there
was a warrant for his arrest in another state, he was detained at
the McKean County Prison to await extradition instead of being
allowed to go free, according to court officials.
Yoder said Ramos-Mondroy is “wanted on new charges in another
state,” referring to a detainer from New York County where
Ramos-Mondroy has been indicted for the July 14, 2004, death of
Mara Vargas.
Sheriff Brad Mason said Ramos-Mondroy will be held in McKean
County Prison until authorities from New York arrive to pick him
up, which is currently scheduled for Monday. Yoder said
Ramos-Mondroy can stand committed to the Smethport jail for up to
30 days awaiting the authorities.
According to an Internet search of the U.S. Attorney for the
District of Montana, Ramos-Mondroy had been imprisoned for
possession with intent to distribute cocaine, false documents and
illegal re-entry of a deported illegal alien.
On July 25, 2005, Ramos-Mondroy was arrested in Billings, Mont.,
by Border Patrol agents during transportation checks at a bus
depot. He was in possession of bags of cocaine that he told Drug
Enforcement Administration agents that he was delivering to an
unnamed individual in Seattle, Wash., adding that he had taken
possession of the cocaine in Chicago, Ill.
While searching Ramos-Mondroy, agents discovered five illegal
identifications, according to the Web site.
There was no information immediately available as to the murder
charge that he faces in New York.
